How is the quality of the video files encoded with DVDx 2.2 including subtittles?

I´m using TMPGEnc Plus but I need to add subtittles.

HUH? The quality from DVDx obviously depends on the settings you've chosen :)

Lets say I want a VCD with subtittles, and I set the best possible option.

Well VCDs are crappy to start with so if you selected the best possible option, you would get a good VCD.... nothing stellar :)
