I'm trying to you TMPGEnc to convert a PAL SVCD to an NTSC. I pulled the video file off the disc, and loaded it into TEMPEnc, and chose NTSC. Its a 700 MB file originally, and will be converted into an 811 MB file according to the program.

However, the filesize/bitrate/disc percentage fields cannot be reduced; other videofiles I load allow me to increase or decrease any of the three to make the file fit. In this case, however, the fields only allow for increases.

What's the story?
