According to research firm Gartner, PC shipments will remain weak this year, thanks to ever-increasing competition from tablets and smartphones. I think the real reason PC growth is stagnant is the lackluster innovation being put into PC's today.
I mean why does someone need to upgrade?
What happened to Moore's law?
Same issue with Hard drives.

Innovation has tapered off. Most people already have a machine fully capable. There is no need to upgrade.

Spot on! But you omitted the importance of the cost/benefit ratio to innovation. Something the LGA1155 socket offered in abundance. Then the eagerly anticipated 2011 sockets arrived with [potential] 20% throughput improvements coupled to 600% investments, whereas LGA1155 offered [potential] 40% more throughput over LGA775 for a relatively frugal outlay of 30% more cost.

Few consumers need the huge quantity of throughput and data flow offered in PCs; mundane tasking is adequate for daily use. And so, portable devices offering it will receive the R&D funding.
