The Walmart-owned streaming service Vudu is looking to expand internationally, claim sources. If accurate, Mexico will be the first stop in the expansion, starting in June. Netflix also accepts debit cards which are pretty common in Mexico

The advantage here is that they are giving this globally but provide locally in their area, and also gives more people a chance to try out their service, because frankly, not everybody has a debit card, especially in the third world countries so this would be a smart move on Walmart's part to do this.
