Help: Cleaning up flickering black spikes from captured tapes

Hi, I have several old Hi-8 tapes, recorded years ago. But they seem to have degraded. I can capture them easily enough, but does anyone know how I can improve them?

The problem is, anywhere where the is a bright source, sky, lights etc. horizontal, black spikes flicker from the edges. Since they're flickering and hence not on every frame, is there any filter that could kind of overlay the spikes with a 'clean' image from the frame before?

Any help at all would be fantastic as some outdoor scenes are pretty unwatchable and it's a real shame :(
