Canonical's Ubuntu Edge crowdfunding campaign has fallen well short of their large $32 million goal. The company set a crowdfunding record of $12.8 million, but clearly well below the stated goal to put the smartphone into production. It's hard to believe that Ubuntu could have made a phone from scratch with no previous experience anyway. Looking at their proposed hardware specs, for example, they so high-end that they would have had a hard time getting more than a few hours out of the battery.

They only receive the funds if the campaign is successful. Nobody will be charged now.
