No valid DVD-video volume (in IFOEdit)

I have a set of VIDEO_TS files. I can play the .vob file using Roxio DVDMax Player (video and sound).

But if I click DVD Play in IFOEdit while the .vob files are open, I get a message that says "No valid DVD-video volume could be located."

I read the only post that was closely related to this, and tried the Set VCS Sector, but no help. I then used Create ISO on the .vob file, then tried Set VCS Sector. But still get the same warning when I click DVD Play. I also don't get audio when I play the .vob using Cucusoft All Media Player, but I DO get audio when I play it using Roxio DVDMax Player.

Any idea what my problem is?
