IP auto configuration causing problems with opening ports 6881-6889

I've read through lots of threads all outlining the same instructions about looking up ones IP and using that # when opening up the ports 6881-6889. When i ran "cmd" "ip config/all" it did generate an IP for me but i did it again wheni rebooted and the Ip was different. I guess I have autoconfiguration of IP enabled. So can i disable this? or do i have to obtain a static address from mt ISP?
