According to a new report from the Federal Communications Commission (FCC), DSL subscribers are not getting their advertised speeds, especially not during peak hours. I'm more worried about North America's tier 1 network, in the last 5 year's it has been in progressive decline in efficiency. Tata and level3 have been particularity bad as of late.
