WinXP limits CDRW to 2x

I just reloaded a PC that was previously on Win98. Once XP was installed, I started having issues with the TDK veloCD 32/10/40 CDRW. When first launched, the drive says it has a max write speed of 32x (checked in Nero, Roxio, and a few separate utilities). As soon as a CDR is put in the drive, everything says it has a max speed of 2X. It stays this way until I uninstall and reinstall the drive, with no CD in it, from Device Manager. Then, the same thing happens again when a disc is inserted. I've tried a few different types of media, all rated at at least 32X. This must be an OS issue, as the burning software does not make a difference. I've searched the net for hours and have not found a solution. I found one guy that had the same issue about 18 months ago, but he didn't get any answers.

Can anybody help me out? Thanks!
