Is there any software-based VCD playback programs for the PSX?

no, but there used 2 be a Hardware Based Addon, that worked on all models up until SCPH-750X, anything after that it don't work, and I don't know of any options, but if ya got a PS2, get ARMAX EVO Edition, it Plays DivX, XviD, MPEG1/2, MPEG4, AVI, MP3s and has a Genesis Emulator

I was thinking of getting PS2 Reality Player, can anybody clarify if that one has trouble with VCD's?

I am also aware of the VCD dongle that fits into the parallel port. I just wanted to see if there was a software solution. Then again, if I wanted hardware, I'd try for a PSX with the Video CD feature built in (I think it is SCPH-390x or SCPH-350x, or somewhere along those lines...)

Never herd of the PS2 Reality Player, or the VCD dongle(do u mean the thing I was taking about? witch is also not a Dongle, a Dongle is the end of the controller cord that plugs into the controller port, like the break-away cable on the XBOX), can u explain a lil more about the PS2 RP? also i wouldn't go with a PS1 if ya wanted Hardware setup, it'd be pointless as you wouldn't have a Remote(well the PS2 remote worked on my SCPH-7501, so ya could use that), but my point is that u can get a Decent VCD, even SVCD player for like $60 CDN, and SVCD beats the shit outta VCD, I've done SVCDs with 128kbit audio, and 1770kbit for video(lower then SVCD standards), and had better turn out then 2000kbit videos done in VCDs, point is that VCD is good if it's ur only option, if u can afford it, go buy a DVD burner, it's much better, but if ya have 2 use a standard CD burner for w/e reasons, do SVCDs, not VCDs, you'll enjoy the outcome of your movies much more.
