Converter With Full Conversion Settings?

Hi,

Does anyone know a converter which has full converter settings like TMPGEnc? TMPGEnc just doesn't work for me. I've also tried Full Video Converter but that doesn't work for me either.

Is there any other converter where I get to select all the settings, like the video bitrate and everything? All the Advanced Settings.

Also, what is the average video bitrate for NTSC? It told me in TMPGEnc DVD Author but now I can't recall. I used WinAVI, and I accidently ignored the error in TMPGEnc DVD Author. It said the Video Bitrate is too high and it was right. When I played it in my DVD player the video didn't match the speed of the audio.

Can Anyone Help?
