DiVX/XVID to DVD resolution for TMPGEnc Express?

Hiyas. I'm having issues with:

1) Being sure of the best resolution for converting DIVX/XVID to DVD. I'm trying to get it right by only encoding small extracts but I can't find info on how to be sure. For example, the one I'm trying now is 608×256 according to GSpot. I've chosen "DVD-NTSC" in TMPGEnc Express as the FPS is 23.976. Is 720x480 the suitable resolution (as the source 608x256) is close enough?

The source is widescreen (well, at least there are black bars on top/bottom of movie when playing the divx source or any output). I don't have a widescreen TV either.

2) 4:3 or 16:9?
I've kept the aspect ratio 1:1 as I've read in some guides to do if you're not an expert. And I've chosen "4:3" and "16:9" on two, seperate attempts for the aspect ratio when selecting that in "DVD-NTSC" in the "Output formation selection" window.

However, the sides seem to be cut when playing the output with either setting. The "Divx Video" logo that is written to the first few seconds of the movie are cut-off to the right and so is the movie from what I can see.

Most of the guides on this site seem to be for other programs or older versions of TMPGEnc.
