This was just a rather blatant ploy to prevent *free* mods, promoting paid content.

That's it.

The only reason Rockstar and Take-Two are backing down is the massive backlash that ensued.

This means nothing. That statement couldn't be more vague. Just another ploy to open things up for Paid Mods. You'd think these people would have learned from the almost universal boycott of all thing Bethesda the last time they tried something like this.
