Splitting mpeg into chapters using IFOedit - help needed

I was wondering how people go about splitting an mpeg file into chapters using IFOedit? If the movie file has no chapters at all to begin with, is there an easy way of splitting it into say, 20 chapters? I've searched for advice on how to do this, but most forums seem to suggest editing a celltimes.txt file, but I don't know where this is located in IFOedit, or what values to change in it! Any help much appreciated!
