hdtv vs hdtv monitor

So I'm planning to buy a new hdtv, looking at a 24inch range. I saw some hdtv at 24 inchs can go up to 720p. Haven't seen 1020p yet at that range. However, on the HDtv monitor side, they got 1020p, plus better 2-5ms range compares to the HDtv 5-8ms that I looked at. I also noticed that the hdtv are more expensive compares to the hdtv monitor. So what are the differences other than more inputs on the tv and more resolution on the monitor? I will be using this new hdtv or monitor for consoles games. I already have a nice hdtv monitor with 1020p, but I want a 2nd tv dedicate to consoles. Should I buy the tv or the monitor?
