BAD QUALITY ON MMDS CH***S

I have the problem of very bad qaulity on channels such as rte,tv3sky1,utv and so on.. my signal level on these channels is 54% and quality is 01-04% at best.. where as espn gets a signal of 63% and 32-36% quality.. Can anyone tell me my problem and soloution as i've done everything to adjust it and this is my best outcome. Could my downconveter have blown.. please let me know!!
