Copy to VCR mode on Scientific Atlanta DVR

A friend of mine is convinced that the signal from the "Copy to VCR" function is downgraded from the signal which goes directly to the TV or in the "Watch Recording" mode. While I know all HD signals are downgraded, I was unawre that others might be. Any one know anything about this ? (Specifically, he thought the resolution was downgraded to the maximum VHS would distinguish).
