How do I burn a DVD in 720P format?

I'm looking for instructions on converting MPG4 video files to AVCHD and then burning to DVD in the highest resolution of 720P. I have a Panasonic BD30 Blueray player capable of playing back AVCHD format DVDs.

Excellent! This is exactly what I'm looking for.

However, I've used MultiAVCHD - a freeware program - to convert my MP4 files to AVCHD. After using this program, I see a BDMV folder and a few other subfolders within it (Backup, Playlist, Stream and ClipInf folders) but I do not see a Certificate folder. Is there another program that I can use to create these AVCHD folders BDMV and Certificate?

Also, is there another freeware program available that will do the job that Nero does?
