PAL DVD to 24fps (not 23.976, or 25)

I have been trying to convert my PAL DVDs to a true cinematic 24fps to play them back on my PS3 (through an external USB drive).

When using TSMuxer to convert the VOBs frame rate from 25 to 24 fps it automatically adjusts it to 23.976 (it does not do this for HD video content). I was using TSMuxer because I know that the PS3 will play mpeg2 video in an M2TS container.

I can convert the video to 24 fps using MKVMerge (mmg), but I cannot play the resulting mpeg2 file in a MKV container on a PS3 (although it works fine in Windows). I can demux the resulting MKV content, but it automatically converts the video back to 25 fps.

Is there a way to demux an MKV file to retain its (non-PAL standard) frame rate, and then remux it to either a mpeg or M2TS container?
