ECS L4S8A2 motherboard won't boot or go to Setup

Hello, I'm working on an older PC for a friend. It has an ECS L4S8A2 motherboard with Phoenix Award Bios. When I turn it on, it displays the Bios information, counts memory, displays the list of IDE devices, then shows "Press DEL to enter Setup" at the bottom of the screen. However, pressing DEL does nothing. Leaving it alone does nothing. I have attempted to boot from both CD and diskette with no affect. I've also removed the battery for 20+ minutes in an attempt to clear CMOS, but that didn't help either. I had a thought to reflash the bios, but that's kinda hard to do when the system won't boot from diskette or CD. Do I have any other recourse with this motherboard, so shall I tell my friend it's time for an upgrade?

It might just be your keyboard. A lot of older boards support USB keyboards once you are to windows, but the bios will only work with a PS2 keyboard.

It is a PS2 keyboard. I also found the users manual for that motherboard and noticed the jumper to clear the bios, so I tried that, but no change.

is the keyboard plugged into correct connector as in purple as mouse is green? try another keyboard.

Yes, it's plugged in correctly. And I've already tried two keyboards. My friend has confirmed that this issue has been present before, even with his keyboard. I don't think it's a keyboard issue.

disconnect all drives, cards & ram except for 1 ram stick & videocard if not onboard. also disconnect mouse & see if can use keyboard to access bios.

It was pretty much barebones to begin with - just had one CD drive and the floppy powered, and only 1 memory dimm. But my problem is kinda irrelevant now, as the power supply has smoked. Oh, well.
