By the way, S&H fees to get it to me (in Nova Scotia) costs around $10.

You don't need to do anything to get a PCIe 2 card to work in a PCIe 1 slot. It just works. The newegg reviewer moaning about the wrong slot obviously had a very old PC with an AGP slot instead.
The Sapphire card is even better value than the HD4650, because it's only slightly more expensive but a much better performer.

You're sure I can just 'plug n' play' with the Sapphire card? No problems whatsoever, like the fan?

No, none of the fans have problems it's just that some are noisy and some aren't. What some people find noisy, others don't even care about anyway...

What about the PCI-e issues? Could you clarify to me how it would work for me? Do the tech specs of my computer provided support that card?

PCIe x16 2.0 is 100% backwards compatible with PCIe x16 1.0, so yes, it'll be fine.

The technology itself is backwards compatible. There is not 100% compatibility between them, but in this particular case, I'm almost certain you'll be fine.

With most graphics card yes, but with more basic cards like the 4650 and 4670 then no, it should be an unnoticeable difference.
