HDD limited capacity -- help!

I have a 200Gb Seagate Hard Drive (ST3200827A) that is only showing 31.49 GB in Windows - i've checked the jumper settings and it should not be limited -- the device shows up as thus in computer management window:
Volume - D:
Layout - Partition
Type - Basic
File Sys. - NTFS
Status - Healthy
Capacity - 31.49 GB
Free Space - 31.43 GB
% Free - 99 %
Fault Tolerance - No
Overhead - 0 %
I ran Seatools to try to set it at max capacity these are the results:
Device 1 is a Seagate Device ST3200827A 4ND----- on SiS 963
Max Native Address 390721967
Device is 48 Bit Addressed Number of LBAs 66055243 (33.820 GB)

Either your mobo is really old or your OS is or both including BIOS limitation,if you have XP you may get around it by updating to SP2,if the BIOS is the issue your screwed
Use gparted if it can see whole drive you maybe able to extend,if it can't the issue is the BIOS or mobo in which case upgrade

what does it show in the bios? what is your system specs as in cpu, windows version & make & model# of computer or motherboard? recheck your jumper settings as there should be no jumper right beside the power connector.

I'm running:
Windows XP Pro SP3
AMD Athlon XP 2000+
2GB DDR RAM
SiS-741 motherboard
BIOS
- Manufacturer: Phoenix Technologies, LTD
- Version: 6.00 PG
- Date: 11/10/2005
-- what really getting me is the fact i was able to hook up a 250GB hard disk with no problems.

Shouldn't be having any issues so you can ignore all i mentioned,like ddp says recheck jumpers

I've checked the jumpers and changed them - set it to cable select, master and slave and the same thing shows up -- 31.49 GB...
I tried GParted but it didn't show any thing different...

i delete the partition and when i try to repartition the unallocated space, only the 31 gigs appear. the rest of the 200 gigs are no where to be seen

When you connected the 250GB drive that worked, was this on the same cable that the 200GB is currently connected to? That is, have you eliminated the cable as a possible problem?

Try it in a different computer
i7 3770 12GB ram terrabyte sata drive 1 750Gb sata drive 285GTX graphics Sony dvdwriter same NZXT Nemesis case

I've tried it on another PC (notebook running windows 7)as an external drive
i also replaced the cable but still only showing 31.49 GB

Are you 110% sure that the alternate capacity jumper isn't
1)Set
2)jumper pins shorted
3)jumper pins shorted internally? (check with an ohmmeter)

@ddp - yeah i deleted the partition and created a new one but only the 31gigs showed up
@dailun - the jumper is definitely not set; i'll need to borrow or buy an ohm meter to test the pins though...

Does your BIOS show the drive capacity when the PC boots up?
I believe that the BIOS scan looks at what the HW is reporting and not partitioning.
An internal short of the alternate capacity jumper is admittedly a stretched, but you have received good suggestions from knowledgable people that haven't panned out, so when the reasonable things don't work, I look at the unreasonable (but possible) things.
Alternately, if you have a low level disk utility, look at the LBA reporting or drive geometry report.
