Monitor stuck on powersave mode or video card issue.

Just one day I woke up and started my pc up and I see my monitor on standby while my computer starts up. It's a Dell tft monitor with analog and digital modes which I always have on digital.

So I took the vga cable from my geforce 9800gt and plugged it into my onboard video card and started my computer up and switched my monitor to analog and finally I was able to see my desktop, but my unconnected 9800gt still operates and the fan is making a lot of noise. (I updated the latest drivers a couple days ago)I removed the graphics card entirely and now my computer is silent as a sleeping baby.

Now I don't know where the fault lies, is it my monitor or my graphics card?
Was it the latest driver update? and why can I not access the nvidia forums?
Do others have the same problem after getting the latest drivers?

edit: if the problem does lie with the video card I'm willing to upgrade to a better one, I have these 3 below but have no idea which one is the best:
