PCIe 2.0 compatible with PCI Express x 16?

Just as the title ask. Is PCIe 2.0 compatible with PCI Express x 16?
I read at a few places that they should be backward compatible.
I have 1 PCI Express x 16 slot (P29G v1.0 motherboard)
The reason I am asking is because I bought a Visiontek Radeon HD 4350 Video Card - PCI Express 2.0 video card from tiger direct (link to video card HERE).
The problem I am having is when I install the video card nothing will post at all. I have the BIOS set up to boot PCIe under video settings.
I use another PCIe card that I bought a while back that works fine, but it only has a DVI output and I want a HDMI output.
I am in the processes of sending the video card back (thinking it might be defective since it was REFURBISHED in the first place).
So before buying another card I wanted to get some more information if PCIe 2.0 is backward comaptible with PCIe X16.

It looks like you are not to concerned with speed, only with the output. Might I recommend getting a DVI to HDMI adapter cable? They work great and the picture is crystal clear too.

Was wanting to go to HDMI so I could get sound through my surround sound.
Do you know answer to my question. Should a PCIe 2.0 work with PCIe?

they are backwards compatable. and if you use a DVI-HDMI converter, you would still get video and sound.

I have an adapter that goes from DVI to HDMI and I am not getting sound. Is there a diffrence bewteen an adapter or converter?

no difference in them. it's that dongle that comes with your graphics card.
check your audio panel in windows and see that it's using your HDMI output.

I didn't get the Radeon HD 4350 Video Card to post after install. The PC would not boot at all. I am sending that back to Tiger Direect.
The video card that does work which has a DVI connection is a NVIDA GeForce 7300 SE/7200 GS.
Does that have a HDMI audio driver (I am looking myself)?

google searches brings up mixed results on the 7 series. some say it works, some say it doesn't because the lack of HDCP. but if it did work, you would have needed an SPDIF cable from the card to your motherboard/soundcard audio (i remember anything before the gtx400 series needed a cable for audio to work with HDMI)
with my HD3870, it would sometimes not boot properly, and show a blank screen. after a ctrl+alt+del, it would work properly. but it sounds like your HD4350 isn't working at all. it might be best to return it, and get a cheap HD5000 series card like so.

No, that card is low power, it should work with your old hardware. Also, it is slow enough that absolutely no performance loss will occur due to your older mainboard.

Nope there is no added power needed. That was 1 of the first things I checked.
I am getting allot of conflicting advice. I have read in some places that PCIe 2.0 is not backward compatible to PCIe 1.0 slots. They are only compatible with PCIe 1.1 slots. I also read that PCIe 1.0 video cards are compatible with PCIe 2.0 motherboards not the other way around. Then others say as long as it is x16 it should be backward compatible with PCIe 2.0 video cards.
I just don't want to keep buying PCIe 2.0 video cards if they are not going to work on my PCIe 1.0 slot. I know it would be better if I upgraded the motherboard but I was hoping I could do it as cheap as I can. Before upgrading the motherboard I would probably stick with what I have now and just use my PC speakers for the audio.

I think the Visiontek Radeon HD 4350 Video Card was bad.
I went to Best Buy today and bought a GeForce 210. Pluged it in and started right up. Even got the sound going through HDMI now.
