Have you set the PC to use dedicated graphics in the BIOS?

You have been very thorough in your problem solving chill 13 and it is hard to think of alternatives.
One question i would ask myself would be is it a problem with existing OS recognising this partucular device (i know you have ran updates), or is it my board(the card seems to be proven to be OK).
If you had an old hard drive kicking about, sounds like you could have a fresh installation of vista on in no time to then check the video card out on a known no bug Vista installation on existig system to see if it picks up card. Could also try XP as well.
I know this wont fix your problem but may help knowing where to focus your attentions as you seem to have covered all bases.
Anyway, good luck'

I'm not convinced it's an OS issue as the card doesn't seem to display in the BIOS either.
