USB speeds don't seem right

I have a Dell Inspirion 531 running Windows 7 Ultimate. I recently purchased a Western Digital 2 TB external hard drive. My manual for the computer says it has USB 2.0 and the drive is listed as 2.0. When I transfer data to the drive it transfers at 12-20 MB/sec when the USB 2.0 standard is 480 MB/sec. Any ideas what could be causing this. In device manager I checked all of the drivers and windows claims they are up to date. Thanks in advance for any help.

The USB standard is 480 Mb (Megabits) (not MB = Megabytes)) per second. That equates to about 60MB/s, and that's also the theoretical maximum. YMMV.

#2 ". . the drive is listed as 2.0" The drive is NOT USB 2.0, the external interface is USB 2.0. If you have a slow drive, you will NEVER achieve the full rated speed of the interface.
