Windows 7 USB Read Speed -- FreeAgent Go

I have a FreeAgent Go Seagate external USB HDD, and I have terrible speeds copying to my internal SATA drive over USB. I am running Windows 7 x64 with 4GB ram. I am copying from the usb HDD to my HDD at less than 1 mbps. However, if I am writing to the usb hdd from my internal I write at 30mbps +. The read speed is terrible which is counter-intuitive to me.

My port is running at USB 2.0 to the best of my knowledge. I am using an HP DV9723 laptop.

Any advice?
