How to make game smaller then 1.4 GB ????

I noticed the size for most DVD games is never below 1.4 GB but I recently found some under 1.4 GB. A few around 500 MB. These was DVD's not CD's.

How do you do this?

In CDVDGEN it says too short location and it wont let me create an iml file below 1.4 GB.

How are people doing this?

Any help would be great. This is just stumping me.
