Or whatever it is called.

I have tried googling with reference to authoring but not much surfaced.

What I would like to know is how to make/author a dvd that is searchable forward and reverse: not chapter skipping but a scan through the video like a commercial disk.

How is this done and is it possible with the authoring software currently available for Linux.

That helped

I found that what I am after are called chapter markers. Which maybe enable the dvd to be seached fast forward / reverse.
