AT&T Cellular Data Network Remote Access

Has anyone ever had any success or tried to use a GSM gateway with AT&T network. I purchased the usb device and connected it to a GSM wireless router for a network and worked great for internet access. Then I tried to remote access my DVR to view cameras attached to it and after many hours with AT&T I found out that their network will not allow anyone to use the service for inbound traffic the way I wanted to use it. The only way is to buy a public IP address from them for a one time charge and an additional $3 a month. I had someone do a traceroute and it seems to go dead right at an AT&T hop or the next hop after. Any ideas or carriers that this may work with so that I am not getting charged restocking fees etc. like I will for AT&T or a work around?
