SoftAP with cell phone

Hi everyone,

I was wondering if I could use a SoftAP connection (like the one you can make with the Nintendo Wi-Fi USB Connector) with my cell phone without getting charged. When using it, does it work like a normal Wi-Fi connection or does it count as a shared internet connection? Because I know that Wi-Fi can't be charged but shared internet connection (by USB for example) is charged. Any help would be greatly appreciated!! Thanks a lot!
