P168 Won't Turn On

My CECT P168+ phone has been working fine for over a year. Now it won't turn on. I've charged the batteries and measured to confirm they are topped off, removed the batteries and cards for 12 hours, held down the two upper buttons. None of that helped.

Any ideas on how to bring it back to life?
