My friend borrowed my PSP 1000, upgraded to 6.6 ME v1.1 (-.-) and proceeded to get it Semi-Bricked.
I'm running Hellcats Recovery and trying to flash fresh OFW 1.50 but can not.

Anyone have any other suggestions?

What do you mean by but can not? Are you saying you can not get into recovery menu or just can not get the cfw to install? If you can not get into recovery then it is likely full brick and will need pandora battery to fix it.
