Trying to upgrade 5.50 prom-4 to 6.60 ME

I did everything i was supposed to do, edited the version.txt file to 5.50 to get around the 9.90 issue. But when i try to run the installer, I get the screen where it says "660PBP doesnt exist, would you like to download it from the internet?"

When i hit yes it says "Unpacking...done. Please wait."

Then I get taken to the home menu with "The game could not be started. 80020148"

Any help on what i could be doing wrong??

It seems its not downloading properly... try downloading on a PC and copying over manually?

Also, try these settings i found
