My Dad got a preowned Wii and it was already modded. However, he did not ask what kind of mod it was (hard or soft mod) or any information about the mod itself. I have no way of contacting the original owners. How can i determine which kind of mod it has and any more details about the mod.

First check to see if there is a SD card on the Wii SD slot. If there is it's most likely softmodded (which means the wii was never opened and was modded by the use of software only). Also check to see if programs like homebrew or USB Loader GX or USB CFG Loader have been installed (this will also be an indication of it being softmodded).
Second try burning a Wii game on a DVD and put it in. If it starts automatically it means it was hardmodded (which means the wii was opened and a modchip was installed) usually before the game starts the logo of the modchip will come up (unless that has been dissabled and then you will have to open your wii to find out what chip was installed.

Did the guy give you any explanation at all if you can run games from a HDD or from copied games?

First of all thank you. The information was very helpful. There was no SD card or channels with it. They did give us their burnt DVD's which work and no mention of running games from a hard disk. The burnt disks don't start up automatically and there is no modchip logo.

Does all this mean it's been hardmodded? If so, how can I find out which chip was used without opening it up if possible since I don't know how to open a Wii.

Check to see if those stickers he took off looks like they may have been taken off from your wii. If so, then you likely have a modchip.

Did you play all the games that the person gave you? One of them may be a configuration disc for a modchip that is installed on your wii.

I have the same problem as this guy. I can play games without using a starting disk. But I can only play Pal games. When I looked on the internet for the hard mod chips, they all say in their specifications that you can play games from all Regions. What is the real situation? Is my Mod faulty or is the information on the site that I saw not correct.
