I had similar problems using 249 with wad manager. I went with 250 instead, and I've never had any other issues. I recommend trying to use that IOS instead.

Well, what is it exactly you are trying to install using wad manager? If you're simply trying to install a cIOS, your best bet may be to use Mod Mii. Of course, if you're unsure about the stability of your softmod, you may want to start from scratch, in which case you'll still likely want to use Mod Mii. If the process of softmodding is intimidating, then Mod Mii is probably the most newb-friendly option available.

My only guess at this point is that you need to complete the softmoddding process, which entails removing the Nintendo Stubs, installing CIOS and other software--WAD Manager can not boot off an IOS/CIOS if it's not there.

I recommend using this guide: http://www.wiihacks.com/recommended-faqs-guides-tutorials-only/66601-4-3-softmod-guide.html

If you decide to follow the above guide, make sure you start from Chapter 2, and follow it carefully.

Once you have properly and fully softmodded, then you can follow this guide to actually use WAD Manager 1.7:

That's true, but if I recall, WAD Manager needs a cIOS to work.

I have sourced my info on this problem from here:
http://www.wiihacks.com/wiihacks-newbie-discussions-forum/31301-wii-remote-disconnects-when-installing-wad-manager.html

Read it and follow any advice you find helpful from there. I've got to go now.

you need wad manager to fully soft mod you wii. homebrew wont allow you to playback up. homebrew is there so you can fully exploit your wii using other programmes. so if when you click on homebrew channel and all you see is bubbles that you can pop then you need to read up fella
