Wii Softmod Fix Help Needed

So I had softmodded my friends wii, but he took it home once and updated it with epic mickey. I updated using smash stack, in 4.3 and i have a nand backup. The problem isn't running HBC, but I cant run anything out of it. Is there a way to fix this? Either by changing something or factory reseting it, then doing the process over again? When I try to run USB Loader GX 1.0 r938 it tells me:

usb loader needs unstubbed cios 222 v4 or 249 v9+

But I've installed both. Any ways to fix this?
