Is there a newer freeware version of DVD Rebuilder other than 0.98.2?

No, that's the latest. Not used it myself, but it must be good if that's the latest, being as it's been out so long without being updated.

It is good, used it in conjunction with HC 024. I was hoping for a newer/faster version.

I guess the reason they didn't release a newer free version is to encourage purchase of the Pro version, which is fair enough being as they already provide such a good free version.
Bear in mind that it looks very likely (to me me anyway) that there won't be a newer release of the Pro version (latest is 1.28.2) being as 'it just works' and work is underway with BD Rebuilder
