Using windows to make a bootable flash drive of OS X for iMac?

I read the terms and I believe this is permitted, but please tell me if I'm out of play here.

I also searched, but because of the keywords in the phrase I'm using, I'm getting rather obscure results, not what I really need to know...

Anyways, I bought a 2009 iMac off of eBay, but it is completely formatted and devoid of any OS or install discs. I know absolutely nothing about Macs, and I only have a PC/laptop at my disposal.

My question is, if I were to obtain a .dmg file of, oh let's say, OS X 10.8.4, could I use my Windows 8 machine to create a bootable flash drive of said .dmg file that I could use to boot/install OS X onto my iMac?

I have seen multiple tutorials on how to achieve this using a Mac to create the boot drive, but I cannot find info on using windows to do this anywhere.

Would it be as simple as just copying the .dmg onto the flash drive and booting into it with the Mac?

Well, I think I may have found it, but I won't know until my iMac gets here tomorrow.

I downloaded a program called TransMac, formatted my USB drive to the Mac filing system (I think?), and then formatted/restored the image to the drive? Does that sound right? Anyways, I'll plug it in tomorrow and try to boot from it, and I'll see what happens.

Well, maybe I didn't find it after all.

I've restored the .dmg to the flash drive, but from what I am reading elsewhere, it still won't be bootable?

I had similar problems when i bought an old mac just before Christmas.It had no O/S and wasn't sure which version it would take.After researching for days I just ended up installing a windows o/s as i could get no mac o/s to work.However i came across a few tutorials on how to create/burn DMG files via a windows o/s.Here are the links to what i found below.
