Boot from Windows 7 disk doesnt load after post screen.

Im trying to reformat my 1TB WD hard drive due to some unknown crashing thats been happening with my system. During its early moments, on the desktop I received a couple blue screens while installing some things due to low voltages (i had to replace my power supply).

Since then every so often the system will just crash. I tried reinstalling windows 7 from the desktop and it still happens. I wanted to try to just reformat it to hopefully clear whatever might have gotten corrupted internally but the disk just loads the background of the windows 7 installation with the cursor and then nothing else. i dont hear the dvd-rom drive reading it anymore at this point either.

Any help would be appreciated.
