Can't Figure out the problem, Please help!

I didnt see anywhere else to put this question so I am putting it here. It's a question about my internet speed, and I can't seem to figure out the issue.

For some odd reason, when wanting to watch videos on the internet, my internet speeds slow to a crawl. When I first open a video, it starts loading fine, but after a few moments it starts to slow, then eventually slops loading all together. When this happens, my internet speeds on my pc lag down to a crawl, also on my wireless connection too.

I tested it like this. I went to speedtest on my pc and it showed me at about 1.5 meg download speed, I live in the woods, and thats my top speed. Then after I start experiencing the issues with the videos, I exit off and go re test my connected, and my download speed is around .15 meg. Thats a huge dip! If I wait for a little while, my connection returns to normal. Also if I unplug my modem and replug it in, it goes back to normal.

I cant figure out what my issue is. I dont see how it could be my PC, because it brings my entire connection down, even affecting my iphone on my wireless network when my speeds are down.

I am running a brand new PC that I just got.

P8P67 Deluxe motherboard
i7 2600k 3.4 ghz chip
4 gigs of kingston ram
OS is installed on a corsair 64 GB SSD

I get good download speeds with my torrents in utorrent, the only time my connection starts doing this is when I want to view videos. The problem mainly starts when I try to skip around in a video to different spots..

Ive never had a issue like this before. Could this be PC related? my pc runs great.. Or something else?

I hope someone can help me, its getting real old!
