i uninstalled live messenger now cant get back on, please help!

yesterday i decided to uninstall windows live messenger and install it again, after i uninstalled it i noticed that my browsers would not download files properly, it kept saving them as binary files that i could not open, i managed to download a setup file for messenger on a different computer and put it on mine but during the setup it says "make sure you are connnected to the internet", also, my IE always says i am not connected even though i am connected through a wireless router, my windows updates also wont download so for some reason windows thinks im not connected even though i am, please help as i have spent all of yesterday trying to fix this, many thanks!!!

i'm using vista home edition
