NTSF to FAT32 on windows 7

Hi,first post so easy on the flaming.
I've just purchased a 1TB external HD for putting my media on,i want to use this with my PS3.Now i understand that it has to be formatted from NTSF to FAT32,and i've searched for the last 4 hours for way to do it with Windows 7.
All the software is either incompatable or no good,the only software that has got any where near helping is Easeus partition master.But i can only get a maximum of a 64KB cluster size,which means i cannot put large HD files on there.
I've tried the different cmd way's but none are working with windows 7.
I am not very experienced with computers so any help would be greatly appreciated.
