When you have an abnormal shutdown, sometimes this corrupts your system files.
To fix this you need to do a chkdsk c: /f . For this you need to bootup your computer with the windows xp installation cd and use the recovery screen to get to the command prompt. An easier way is if you have a bartpe bootcd.
A chkdsk c: /f will usually fix this problem, if it doesn't you can try testdisk it is a free utility that has more powerful tools to recover a severely corrupted partition.

Worst case scenario, all your data is still safe. Testdisk also has a addon called "photorec" this can recover data from a severely corrupted harddrive.

The endless reboot occurs when windows xp is loading up and it can't find the next startup files (because they are missing or corrupt) the default condition is for windows to reboot.

Try getting to safe mode & attempt a chkdsk there failing that & what jony mentioned, if you have an install disk use it's repair function, just boot it like you would if you were going to install the OS,using repair although will delete 3rd party software etc,it will not remove saved data like emails, pictures, movies etc or 3rd party software folders so you will see them in the all progs list it's just that the icons will point nowhere
