slow internet is almost always related to antispyware software. I use to use webroot spyware sweeper and that slow my internet to a crawl. My internet would dropout/hang, take a long time to change webpages etc. I tried other antispyware with the same problem. I no longer use antispyware software and havent had any slow internet problems.
My system
1. zone alarm firewall
2. avira free antivirus
3. firefox browser
4. returnil virtual system. (used instead my antispyware software)

Also the free avg 9.0 started to slow me down that's why I changed to avira which sped me back up.

If you plan on repairing windows, make sure you make an image backup of your c: drive. You can use the free macrium reflect to do it. This image backup will let you return your computer back to how it was in case the repair doesn't work.
