I'm trying to upload a torrent using uTorrent, but it is going painfully slow. My upload speed will spike up to about 400 kB/s for 1 second and then go back down to 0 for another 15 seconds. It does this very consistently and you can see this in the speed chart. It does this even when I try to upload to myself, so I know the problem is on my end. Does anyone have any idea on how to get a steady upload stream?
