GTA SA PC WHERE TO FIND THE MODS AFTER DOWNLOADED

Hi. I'm new to this just trying to help my son with the grand theft auto san andreas the PC version. well anyways i just bought the game for him and of course he wants to play it with mods. well i down loaded the downgrade patch and then the gta sa mod installer. then went to the fine sites in which to get these modded cars boats ect ect. and evarything works game but when he goes to play the game he can never find any of the mods i installed. and of course he telling me i done something wrong well i don't beleive i have. i think that when he's playing the game there should be something to activate on the control pad for the mod? will some one please help me on this i've been working on this every night after work for a week now and i'm getting to be polite mad. Thanks...
