TF2 is slow?

Hi. I'm trying to play Team Fortress 2 on my HP (HP Pavilion a6300t) Windows XP but it is running INCREDIBLY slow. I press the button to shoot and I don't actually shoot until like 10 seconds later.

The funny thing is, my computer actually meets both the minimum AND recommended system specs.

I just updated DirectX a few hours ago and I'm have the video options in-game to the recommended settings (I've even tried running them at the lowest possible settings for everthing, still very slow)...I have no idea why it's running so slow. Could anybody help?
