3DS Confusion

I got a 3ds last night and im confused on a few things... Im on 2.1.0 I thought I would be able to use my ds R4 card in it. Obviously im wrong. but then I went to trusty www.modchipcentral.com and looked through the 3ds stuff. Can these actually play any 3ds roms? How about 3d video or movies of my own? I dont want to be scammed. Any help is always appreciated.

Also why no 3ds forum?
